By the new regulations, the only way for "Cruises to Nowhere" to be permitted is for the companies to employ an all-American crew for the vessel. Otherwise, each itinerary (long or short) must include at least 1 foreign port of call before the ship returns to the USA with the crew who are not American citizens.
